- Site Evaluation and Preparation – title searches, permitting, engineer analysis, topography, land grading
- Security – guard posts and towers, fencing, manned entry gates
- Transportation and Storage – reefer trailers, dry storage trailers, holding tanks, portable containers
- Information Technology and Communications – ISDN, DSL or Satellite data access for the administration of the camp operation
- Moral, Welfare and Recreation – break centers with televisions, cable or satellite, table games, board games, cards, computer stations, refreshments
